Basically, landlords will no longer be able to charge tenants additional fees for a range of services, from cleaning to getting rid of fleas from pets. They will be able to increase rents in a linear fashion over the tenancy to cover these costs. These costs will, of course, be subject to market forces. There are new rules on holding deposits.
